Mike Burrett Memorial Lecture: Closing the gap on infrastructure – can the UK Infrastructure Bank help?

The UKIB has existed for about 2 years and is still building capability and its portfolio.  It balances several objectives including net zero and levelling up and has an investment potential of £22bn over 5 years.  Energy transition is a key focus. This lecture will examine its progress and ask how far the Bank can catalyse filling the UK’s funding gap in infrastructure.

Bridget Rosewell is an experienced director, policy maker and economist, with a track record in advising public and private sector clients on key strategic issues. She chairs Atom Bank and the M6 Toll Company and is a non-executive for the UK Infrastructure Bank and Northumbrian Water. She is also currently a Commissioner for the National Infrastructure Commission.  Among other roles, she has chaired DVSA, been Senior Independent Director for Network Rail and Chief Economic Adviser to the Greater London Authority. 

She was appointed CBE in December 2018 and is also a Fellow of the Institution of Civil Engineers, the Academy of Social Science and the Society of Professional Economists.  She writes on finance, risk and uncertainty as well as infrastructure and modelling validation.

She has worked extensively on cities, infrastructure and finance, advising on projects in road and rail and on major property developments and regeneration. She has advised on changes to planning regulation and TfL’s finances and has appeared at planning Inquiries.  

Mike Burrett was an active member of the DEI Advisory Board as Vice Chair from 2009 to 2021 and was a member of the Development Board which helped create the DEI back in 2008/9.  Sadly Mike passed away after a short illness earlier this year whilst still a member of the Advisory Board.  Mike was very passionate about linking DEI with Durham University Business School, as well as helping the energy professionals of tomorrow embark on their career paths. This led Mike to start the DEI Student Mentoring Programme which has seen several of Durham’s finest students enter the international energy sector.
